SALEM – $ 2.4 million is invested in the city’s two downtown parking lots, the latest round of spending for improving safety.

Salem’s annual budget for the coming fiscal year includes an $ 11.6 million capital improvement plan that includes two garage improvement funds: $ 1.58 million for the Museum Place garage near the Witch City shopping center and $ 850,000 for the South Harbor garage at the corner of Congress and Derby Streets.

The projects come after the city spent $ 1.1 million last year to repair leaks and related damage to the first level of the Museum Place garage, and $ 1.3 million in 2017 to replace four cages there. ‘staircase. The 2020 repairs were needed as the leaks were also causing damage to businesses in the mall.

This time around, the $ 1.58 million will tackle “drainage and structural improvements on the roof and the ramp to the roof,” said Dave Kucharsky, traffic and parking planner for Salem. “Water is still seeping in (the structure), but that only impacts the garage itself, luckily. We can spare the mall – that’s why we started at the first level (l ‘last year).”

This stage of the project will also address accessibility issues at the second and third levels of the garage, particularly where the facility’s elevator is grounded, according to Kucharsky.

Since the city made the first wave of drainage improvements, Kucharsky said, he has not heard of any leaks affecting tenants at the mall.

The money will also be used to fund a garage-wide security camera system, he said.

“Drainage and construction work and ADA things are about $ 1.3 million,” Kucharsky said. “The rest would go to cover the cost of the security camera system. The age of the building, there is no conduit to support the camera, so we have to run new electrical devices throughout the system.”

At the South Harbor Garage, the $ 850,000 will be used to fund new stairwells and convert space once occupied by Scratch Kitchen into a visitor center and public washroom, Mayor Kim Driscoll said. For safety reasons, only one of the two garage stairwells is open.

“Stairwells are in need of overhaul and repairs,” Driscoll said.

The offer on the reception center is also linked to the bathrooms, explained Driscoll: “The aim is that whoever uses the adjacent space will also be a partner in the management of public toilets.”

The bathroom project is boosted by a $ 250,000 credit that city council made in April, and tenders for this project will begin soon, Kucharsky said. The reception center, meanwhile, is the subject of an already active auction window which closes on Friday.

“We are considering, at the moment, to have a common vestibule next to Derby Street,” Kucharsky said. “So when you go through that door you can go left to the reception center or right to a small waiting area and doors to four separate bathrooms.”
