Faced with accusations of not giving up all farmers’ debts despite its ballot pledge, the congressional government of Rajasthan revised the agricultural loan disbursement plan this year. The amended plan will make the money available to farmers when the kharif crops are planted.

Cooperative Minister Udai Lal Anjana told the State Assembly that agricultural loans will be disbursed from July 15 to facilitate agricultural activities. The disbursement before the end of July would also be useful for the rapid implementation of the crop insurance program, he said.

The loan was previously disbursed twice a year in the state, first in mid-August and then on December 31. Cooperative central banks sanctioned and distributed loans from September 1 to March 1 for rabi crops and from April 1 to August 1. 31 for Kharif cultures.

Probe late

Mr Anjana said there was a delay in crop insurance registrations this year for the current cycle, in which a team led by the additional registrar of the co-ops department would investigate. Reports of certain irregularities have been received in particular from Jhalawar district, he said.

The state government had initiated online registration and disbursement of kharif crop cycle agricultural loans in 2019, causing a partial delay that year. Loan disbursement for 2020-2021 began at the start of the fiscal year.

‘In the courtyard of the Center’

More than 20 lakh farmers received a loan waiver for the money they borrowed from cooperative banks, but the loan waiver obtained from nationalized and commercial banks was not carried out. The ruling Congress maintained that it was up to the Center to obtain a single settlement for the renunciation of loans from nationalized banks.
